Kogi State Government Ahmed Usman Ododo has made it mandatory for students seeking admission into tertiary institutions to submit Tax Clearance Certificates (TCC) from their parents.
This was revealed by Sule Enehe, Chairman, Kogi State Board of Inland Revenue Services, during a press conference in Lokoja on Wednesday.
Enehe explained that the policy, implemented two years ago at the Prince Abubakar Audu University, Ayingba, and the Federal University, Lokoja, is aimed at boosting the state’s revenue generation.
The policy has generated controversy, with civil society organizations and members of the public criticizing it. Some activists have also threatened legal action, calling the move counterproductive.
However, Enehe defended the policy, stating that it was introduced with good intentions and is backed by law.
“The Kogi State Government’s decision to require students to submit their parents’ TCC during registration is legal and well-intentioned. Section 24 (f) of the Constitution of the Federal Republic of Nigeria obliges citizens to declare their income and pay taxes.
In addition, article 96 of the Personal Income Tax Law prescribes the prosecution of those who fail to comply with their tax obligations,” he stated.

Enehe expressed surprise at the recent public backlash, noting that the policy had been in place for two years. He clarified that a memorandum was sent to the then Secretary to the State Government and public announcements were made through radio and television jingles.
He also highlighted the financial burden borne by the State, which finances three universities and other tertiary institutions, and emphasized the need for public cooperation.
“We will improve public awareness of this policy. “It is in the best interest of the people and vital for the development of Kogi State,” he added.
