    The Position:

    • The Chief Technical Adviser (CTA) will be in charge of planning, organizing, and making sure the 2022 Census in Nigeria is done well. This person will work under the guidance of the UNFPA Representative and with the National Population Commission (NPC).
    • The CTA will also work with other NPC units, national partners, and international organizations.
    • The CTA will report directly to the UNFPA Representative for Nigeria.

    Job Purpose:

    • Nigeria is getting ready for its Population and Housing Census (PHC) in 2022. UNFPA, along with other UN agencies, is helping the Nigerian Government with this project. We aim to train local staff to organize and carry out a top-quality census as per UN guidelines.
    • The CTA will help Nigeria’s NPC to collect data about how many people live in Nigeria, who they are, and what their living conditions are. This information will be used to plan for a better future for everyone in Nigeria.
    • Overall, the PHC data will help track the progress of both national and global goals.

    Your Responsibilities:
    Planning and Preparation:

    • Work with NPC to plan and manage the 2022 Census.
    • Help organize training for those involved in the census.
    • Advise on and help get the needed equipment and materials.
    • Assist and report on pre-test activities and guide questionnaire design.
    • Assist with pilot census activities and provide reports to guide the main census activities.
    • Help develop and implement PES activities for data analysis and reporting.
    • Support advocacy and publicity strategies for the Census.
    • Collaborate with the GIS & Mapping Team on related activities.
    • Assist in reviewing the 2022 Census and PES questionnaires and ensure proper sampling.

    Enumeration:

    • Provide technical advice for successful data collection.
    • Coordinate international and local experts in different aspects of the census.
    • Support advocacy and publicity activities.
    • Perform any other relevant tasks as needed by the NPC Chairman in consultation with UNFPA Representative.

    Data Processing, Analysis, and Dissemination:

    • Advise and assist the NPC Data Processing team in developing and implementing data capture and processing schedules.
    • Assist NPC Research and Development Team in processing and analyzing PHC data and producing various reports.
    • Help plan short courses and workshops for using PHC data in development planning.
    • Advise on strategies to promote the use of PHC results.

    Monitoring & Evaluation:

    • Support the monitoring and evaluation of the census progress and challenges, prepare monthly and quarterly reports for stakeholders.
    • Conduct field visits to ensure the quality of the census-related activities.

    Administrative and Other Duties:

    • Provide administrative and financial supervision support to the 2022 PHC.
    • Supervise national and international experts involved in the census.
    • Promote teamwork and technical communication among various teams.
    • Perform other tasks relevant to the 2022 PHC as needed by the NPC Chairman and UNFPA Representative.

    Qualifications and Experience:

    Education:

    • Master’s Degree in Demography, Social Sciences, or a related discipline; a PhD is preferred.

    Knowledge and Experience:

    • At least 10 years’ experience in implementing Population and Housing Censuses, especially in Africa.
    • Experience in on-the-job training for local staff in data analysis, report writing, and use of internet resources.
    • Experience in PHC data dissemination and socio-demographic analyses and their use in development planning and policy issues.
    • Knowledge of PHC phases, data processing software, and demographic data analysis tools.
    • Good communication skills for transferring knowledge.
