Governor Uba Sani signed the 2025 budget, titled Sustaining Transformation and Inclusive Development, ten days after presenting the draft proposal to the Kaduna State House of Assembly.
The budget focuses on rural development, with a total sum of N790,439,580,083.
The amounts allocated for capital expenditure and recurrent expenditure are N551,582,867,194 and N238,856,712,888.86, respectively.
Speaking after signing the budget on Monday, the Governor commended the Kaduna State House of Assembly for the swift passage of the 2025 budget, which was passed within 10 days of the tabling of the proposed appropriation bill. .
The Governor stated that the legislature had invited all Ministries, Departments and Agencies (MDAs) to defend their budget proposals. The sessions were intense and, at the end of the process, the budget for 2025 was approved.
“Here in Kaduna State I can say without fear of contradiction that we have the best Legislative Assembly in the country. If you look at the members, there are legislators from both APC and PDP, but they have put politics aside and are focusing solely on governance. For me this is very laudable,” he stated.
“About ten days ago I was in the House of Assembly, where I presented our budget proposal for 2025. All MDAs were invited and defended their budgets. I followed the debate and I can say that it was one of the most comprehensive budget defenses in the history of Kaduna State.”

“Lawmakers approved the appropriations bill within ten days. This is something I will continue to be proud of. Aside from the budget, the number of motions and bills they have sponsored makes this the best state assembly.”
“As a former senator who had the most bills in the last Senate, having sponsored more than 32 bills, there is no one who can give our legislators more credit than me,” he added.
Earlier, the Speaker of the State House of Assembly, Hon. Yusuf Liman said that the signing of the 2025 budget by the Governor marks an important milestone in the activities of the Assembly.
He explained that the draft budget went through careful scrutiny before being approved by legislators.
The Speaker thanked the Governor for working closely with the Assembly to bring the dividends of democracy to the people of Kaduna State.
“The determination of the Uba Sani-led administration to create an enabling environment for development projects across the state cannot be overemphasized,” he said.
The Spokesperson noted that Governor Uba Sani not only continued with some abandoned projects but also initiated others worthy of praise, adding that his commitment to rural development is noteworthy.
Breaking down the 2025 budget, Commissioner for Planning and Budget, Alhaji Mukhtar Ahmed Morovia, said Education received the largest share of the budget at 26%, followed by Health at 16%, and Public Infrastructure and Agriculture at 13%. % and 9.5%, respectively.
He explained that the sectoral allocations reflect the administration's emphasis on human capital development and agriculture.
“This is His Excellency's second budget and he has prioritized Agriculture. While we allocated 7% this current year, Agriculture will receive 9.5% in 2025 due to its significant impact.”
“His Excellency has stated that 42% of our GDP comes from agriculture, and I am sure that if we maintain this momentum, the contribution will be even greater next year,” said the Commissioner.
