Canada Reveals New Immigration Goals for the Upcoming Three Years

The person who decides about immigration in Canada has shared what they plan to do about people moving to Canada to live there forever. They have a plan for the next few years. This plan also talks about people who come to Canada to stay for a short time, like students or workers, and sets goals for them for the very first time.

Canada wants 395,000 new people to live there forever in 2025. This number will get a bit smaller in the years after that, with 380,000 new people in 2026 and 365,000 in 2027. Before, they thought more people would come, like 485,000 in 2024!

Permanent Resident Goals

In 2025, Canada wishes to welcome 395,000 new lifelong residents. They are planning to adjust this number as necessary, so it could be as low as 367,000 people or as high as 436,000.

  • In 2026, they want 380,000 newcomers. This can be between 352,000 and 416,000 people. For 2027, the goal is 365,000 new people, possibly ranging from 338,000 to 401,000.
  • Canada is being thoughtful about how many new lifelong residents they bring in to keep things balanced and running smoothly. The plan includes various groups, such as workers, family members coming together again, and refugees who seek safety in Canada.

“By changing these numbers, we want to make sure our system works well and overcomes any difficulties,” said Canada’s immigration boss.

Temporary Resident Goals

Now, for those who come for a little while, like students or temporary workers, Canada sets a target too. For 2025, they want 673,650 short-term visitors. For 2026, it’s expected to be 516,600 and for 2027, about 543,600.

Many of these shorter-term visitors will be workers, with 367,750 expected in 2025. “These visitors help our country a lot, so we want to make sure we have the right balance,” the Minister said.

How This Changed from Before

Before, Canada thought they would welcome 485,000 permanent new people in 2024 and then keep bringing in the same amount every year after.

But now they changed their minds. For 2025, they plan to bring in fewer people than expected, 90,000 less.
